ენტონი დაუნსის (Anthony Downs) მიერ სისტემური თეორიის გამოყენება ბიუროკრატიასთან მიმართებაში, სადაც მან ნებისმიერი ორგანიზაციის ბიუროკარატიის განვითარება ადამიანის სასიცოცხლო განვითარების ფაზების ფონზე მიმოიხილა. ენტონი დაუნსის მიერ 1964 წელს რენდ კორპორეიშენის პერიდოულ გამოცემაში გამოქვეყნებული სტატია სახელწოდებით „ბიუროკრატიის შინაგანი მხარე“ (Inside Bureaucracy), გამოკვეთს  ბიუროკრატიის დაბადების, ზრდისა და სტაგნაციის საფეხურებს, რაც ბიუროკრატიის სიკვდილის ფაზით სრულდება. ენტონი დაუნსის მოსაზრებით, ბიუროკრატიის სიცოცხლისუნარიანობა და ეფექტურობა, დიდწილად, სწორედ მის სასიცოცხლო განვითარების ფაზაზეა დამოკიდებული და ადმინისტრაციული საქმის შესრულებასზე მნიშვნელოვან ზეგავლენას ახდენს.
