სერვისზე ორიენტირებული ინოვაცია ახალი სერვისის ან/და არსებულის გაუმჯობესებისკენ მიმართული ინოვაცია.  მაგალითად შესაძლებელია დასახელდეს ელექტრონული საგადასახადო ფორმების სისტემის დანერგვა ან თუნდაც, საჯარო სკოლებში ელექტრონული რეგისტრაცია. ამ კლასიფიკაციაში ასევე შესაძლებელია გაერთიანდეს სერვისის მიწოდებაზე ორიენტირებული ინოვაციაც, რომელშიც იგულისხმება სერვისის უზრუნველყოფის ახალი ან განსხვავებული გზები. იმის გამო, რომ ეს მიმართულება საკმაოდ აქტიურად ინერგება, დღეს, ზოგიერთი კლასიფიკაციის სისტემაში (დუბლინის პროექტი, ევროკავშირის მეხუთე ჩარჩო-პროგრამა) ის ცალკეც გამოიყოფა.
